Older versions of Minecraft Forge used to download a list of libraries from `https://files.minecraftforge.net/fmllibs` upon starting the game for the first time.
Since these files got removed, older versions won't boot unless you download them by hand.
These files were sourced from PrismLauncher's mirror, to use them, download the file, and put them in your `.minecraft/lib` folder
